India’s legal requirements for driving a car include a car’s registration certificate (RC). To drive your car on public roads, you must register your vehicle with the RTO (Regional Transport Office). The dealer must register your vehicle when you purchase a new car.
Motor vehicles that are used on public roads must have an active registration number, according to The Motor Vehicles Act 1988. You must renew your registration within 15 years of the date of registration. After that, the registration can be renewed every five years to ensure the vehicle is roadworthy. Non-transport vehicle owners must apply for renewal of their registration certificate (RC) within 60 days of expiry. This is according to the Motor Vehicles Act of 1988. The Car Registration Renewal Process
Once you have all the required documentation, you can visit RTO, where your vehicle was originally registered to complete the RC renewal. Here are the steps required to renew your car’s RC.
- Step 1 Fill out form 25 with all the details.
- Step 2 Submit completed forms and all required documents to the RTO.
- Step 3 It is possible that you will need to pay taxes. Make the payment at the counter if applicable.
- Step 4:Produce your vehicle to the registering authority before the inspection.
- Step 5: Pay the applicable re-registration fees at the counter and get the receipt.
- Step 6: RTO will mail the renewed registration certificate, or you can collect it.
Documents required for renewal of RC
These are the documents required to renew your car registration.
- Completed Form 25
- Register certificate, RC book, or smartcard
- Certificate PUC (Pollution Under Control).
- Certificate for car insurance policy
- Fitness certificate
- Pencil print of vehicle chassis and the engine number
- Copies of the car owner’s PAN card, Form, or Form 61 (as applicable).
- Signed identification of the car owner
- Proof of payment for the road tax

If your vehicle is older than 15 years old, India requires that you re-register it. However, there are other situations where you may need to re-register your vehicle. If you take your vehicle to another country for more than one calendar year, it will need to be re-registered. You must re-register your car in the state where you plan to move to for more than one calendar year.

When registering your vehicle in another state, it is important to take into account the following two factors: Road Tax and Status of Vehicle Hypothecation.
- Vehicle Status Hypothecation: Before you can register the car in another country, the financier must issue a NOC (No Objection Certificate).
- Road tax: The depreciated car’s value may be enough to cover the road tax. You may be eligible for a refund if the road tax rate is lower in your state.
A step-by-step guide to registering your car in another state
If you’re moving to another state, follow these steps to reregister your vehicle.
Get a NOC (No Objection Certificate).
These are the steps you need to take in order to get a No Objection Certificate.
- Submit a self-declaration affidavit (On Rs. stamp paper). Ten must be attested by a Notary. This document will attest that all vehicle-related documents have been authenticated and that there are no outstanding dues.
- Get a NOC (National Crime Record Bureau) that confirms your vehicle has not been stolen.
- If the vehicle is currently financed, obtain a Form 35 form from the financier.
- To obtain a NOC from the RTO, where the vehicle was originally registered, submit three copies of Form 27 and 28.
- You also need to submit the documents such as the Insurance Certificate, PUC certificate, registration certificate/smart card, identity proof, address proof, and copy of chassis imprint at the RTO.
- After receipt of all documentation, the RTO will issue an interstate vehicle transfer NOC in 2-3 weeks.
Arrange Original Documents
To re-register your vehicle in another state, you will need to provide original copies of the following documents.
- Original Vehicle documents: Registration certificate/smartcard, Insurance Certificate, and Pollution Under Control (PUC Certificate).
- Original Car Invoice: The RTO must have the original vehicle invoice in order to calculate the road tax based on vehicle depreciation.
Road tax payment and re-registration
After you have all the necessary documents in order, you can transfer the vehicle to another state and apply to for a new registration certificate. To apply for a new RC, you will need the following documents.
- Vehicle Documents: Original vehicle documents (RC/Smartcard, vehicle bill, PUC certificate, and Insurance certificate).
- Identification and proof of address (Aadhaar Card or PAN Card, Voter ID, etc. ).
- If required, passport-sized photographs and self attested affidavits.
- Receipt for payment of road tax
- Formula 20 (Re-registration Application).
- Form 33 (Details about the new address).
- Documents regarding the transfer of ownership (in the case of a used car).
- You can request a tax refund from the original state once the vehicle has been registered elsewhere.

It is easy to renew your registration certificate or re-register the vehicle in another country. You only need to collect the necessary documents and submit them to the RTO.
